Cause: The valve body regulates the gas flow to the burner, and a worn internal mechanism allows for an irregular flow.
Check if the flame changes when the demand for domestic hot water varies; if it always happens the same way, it points more to the gas valve than to another cause.

Cause: The valve loses its ability to properly modulate the gas flow to the burner due to wear.
Ask the installer to check the incoming gas pressure before assuming that the fault is in the gas valve.
