What is the purpose of the 3-way valve?
It diverts the water between the heating circuit and the domestic hot water (DHW) circuit. When you open a hot water tap, it switches to prioritise DHW and stops sending water to the radiators.
The boiler provides hot water but does not heat the radiators (or vice versa), is it the valve?
It is a typical symptom: the valve or its motor do not switch. It is also common for the radiators to heat up when the DHW tap is opened. Check the actuator motor and ensure the body is not seized or calcified.
