Cause: Prolonged inactivity can cause the mechanism to seize up due to sediment buildup or lack of movement.
Gently tap the gauge and try bleeding a radiator to see if the needle releases before replacing the part.

Cause: Humidity or a blow can damage the casing without necessarily implying a real pressure problem in the circuit.
Check if, despite its damaged appearance, the needle still moves coherently when bleeding or filling before discarding it.
